Dubai Municipality launches new eGovernment Portal

In line with the vision and direction set by General Sheikh Mohamed Bin Rashid Al Maktoum, Dubai Municipality has announced the official launch of its new eGovernment Portal today. A new electronic Directory of Services that provides customers with details of the procedures and processes for obtaining various services from Dubai Municipality has also been announced in a press conference at Emirates Towers Hotel.
The press conference was attended by Qassim Sultan, Director General of Dubai Municipality, Hussein Nasser Lootah, Chairman of eGovernment committee at the municipality, Mohammed AbdulKarim Julfar, Assistant Director General for Technical Services, AbdulHakim Malik, Director of the Information Technology Department, and members of eGovernment committee at DM.
Mr. Sultan said that even though Dubai Municipality has offered some services over the web during the past some years, the launch of the above services marks the successful completion of the first milestone in the implementation of Dubai Municipality's overall e-Government strategy which, when fully implemented, will cover a wide range of services offered by Dubai Municipality to citizens, residents, visitors, businesses and other Government organizations within Dubai.
The new Dubai Municipality portal provides easy access to relevant information through different community based views. "Our customers will now have access to the latest Government news, events, local orders, laws and regulations through the portal. The Directory of Services provides a central point through which our customers can find out how to obtain various services from Dubai Municipality including those services that are currently not on-line. Over the next few months, we will be adding more information into the Directory of Services to ensure that the procedures and policies for all the services offered by Dubai Municipality are available through the portal," said Mr. Sultan.
Dubai Municipality has taken a customer centric approach to the implementation of e-Government services.

As part of the implementation, the processes have been streamlined, where possible, in order to increase overall efficiencies and effectiveness for both the customer and for Dubai Municipality.
For each of the e-Services that will be introduced, the customer will be able to:
- Obtain information about how to obtain a specific service
- Submit applications on-line
- Enquire on the status of his applications; and
- Obtain results/approvals on-line.

Dubai Municipality wishes to achieve long-term sustainable benefits through the e-Government initiative. In order to achieve these objectives, the e-Government project team, under the leadership of the Director General of Dubai Municipality and the e-Government Steering Committee is focusing on the following key areas:

- The need to simplify service delivery to customers and the need to increase transparency in the provision of services.
- The need to establish a common process across different channels of service delivery such as the Internet, kiosks, mobile telephony; etc.
- The need to use the e-Government initiative as a tool to improve internal processes and benefits to Dubai Municipality.
Dubai Municipality already offers Interactive Voice Response (IVR) based enquiry services and will include other channels of service delivery in the future.

Dubai Municipality has worked closely with a number of partners in order to implement this project. PricewaterhouseCoopers (PwC) are the lead consultants, advisors and implementation partner for this project. PwC have worked with Dubai Municipality on a number of previous projects and were instrumental in the development of the overall e-Government strategy and vision that is currently being implemented.

Dubai Municipality has also invested in new technical infrastructure to support its e-Government services. The new technology has been installed and configured by a joint team from Mideast Data Systems (MDS) and SUN Microsystems.

Dubai Municipality and its strategic partners are proud to present the new portal and look forward to the implementation of other major e-Services in the near future.
